Nope, this is not true. wordpress.com uses wordpress. It's not a separate app from the open source version. Start using a test to determine what parts of your site are slow (YSLOW, webpagetest.org, etc). Then drill in deeper into the slowest parts of your site. There are many layers, it's not a good idea to just throw random optimizations at your site until it gets better. Your time is better spent finding the worst bottleneck, and fix that first.
