Do you need resources from c/c++ files (.dll, .exe) or .net files
only? It's actually really easy to do in C# for .net files.  I'm
reasonably sure that would run under Mono, but not positive.  A small
utility to extract icons might be easier to get running under WINE
than a full application, though.

Those examples probably only work on clr executables, not compiled
C/C++ resources.  There are 0-cost utilities to extract resources from
old-school executables:

with imagemagick you can just:
convert windows.ico whatever.png

That might create a bunch of files, but then you can pick which one you want.
