It's easiest when it's already done :)

SlimScrobbler will submit a track only after it's played for a while
(50% of the track, or four minutes, whichever comes first). This isn't
configurable, though, as it's AudioScrobbler's policy, and is done
precisely for the reason you wanted it.

I'd be very interested if you're seeing tracks submitted too early...
the easiest way to check this is to start a track playing and load your
user page on Last.FM. If you mash refresh you'll see the currently
playing track appear as "now playing" sooner or later - this should
happen about half way through your track. If it happens too early then
it's a bug, and please send me some trace.
