Yes, it will keep preferences and the plugins in the Plugins folder of the SlimDevices folder.
It's technically possibly to put the plugins in the Plugins folder inside the preference pane, but these would get lost on an upgrade. Someone else will have to answer about SlimScrobbler. I see no reason why it would not work, if you follow the instructions in the readme link, but I've not tried it.
