The PartyShuffle plugin refers to the playlist by (English) name so this appears to be the initial problem. It has given me some ideas for extending the plugin, and I'll post a version shortly with multiple language support.
I misunderstood your original report - so I would guess that the problem with scheduling the script is that the scheduled process runs in a restricted process much like SlimServer does when it's a service. You could specify a loop interval to the update script and just run that from your startup folder? Or try and get direct update mode working, in which case the log would be useful. I have not see any problems with tags being updated - that really should't happen!
