Hd-idle is not working for me on my Raspberry Pi3 with max2play and a WD Elements drive. If I send the command Sudo Hd-idle -i 0 -a sda -i 600 the drive sleeps after 10 minutes but spins up after a short time. In normal use it just will not sleep. This works perfectly on my old Goflex Net with Squeeze plug on it and I am pretty sure it worked on the Odroid U3 as well. What is different about the Pi3?
