Yes and no: the mDNS discovery is what is used by both. But your CC is on the same part of your network probably than the smartphone or tablet you use (wifi segment) and the PLC plugs might filter out some broadcast messages (these devices are a royal pain, I'm using a couple every day ...). Check that a computer connected on the same network as LMS and running chrome browser can detect the CC LMS 7.7.5 - 5xRadio, 3xBoom, 4xDuet, 1xTouch, 1 SB2.
