This pretty much confirms what I thought: you're being blocked because of some irregular behaviour from your system. You should check it for viruses etc. See https://support.cloudflare.com/hc/en-us/articles/203366080. And yes, you can install the plugin manually. Put it in /usr/local/slimserver/Cache/Plugins (not Slim/Plugin), restart LMS. But make sure you fix your real issues, too...
