So you have different iTunes accounts for the iPad and iPhone? You cant use family sharing with Playback because the App Store doesnt have family sharing for In-App-Purchases. One thing you could do is log into the App Store on the iPhone using the iPad account, you can have apps from different accounts on one device. Then you can use the green Restore previous purchase button in iPengs Playback purchase menu to also enable it on the iPhone.
