No, this is not true. If you switch to another app, iPeng gets suspended
in the background. It's a myth that the Apps in the app switcher are
running, 99% of the time they are not, it's just a list of the recently
started apps.

To keep iPeng running in the background you need to either
a) enable "Settings->iPeng Settings->Preserve connection", or
b) play audio within iPeng

In both cases iPeng is supposed to show on the lock screen/use the
volume buttons (it's the sole purpose of the option in a).

There are a few additional cases where iPeng keeps running temporarily,
particularly if it's still downloading a list of albums or artists from
your server (this should only be seconds unless your server is really
slow) or if you have been playing audio in iPeng in which case the app
stays active for two minutes so that you can restart audio remotely.

So if iPeng still uses the volume buttons in background, could you check
whether you've enabled the setting in a)?
