Strange because Radio and Touch are identicial in software terms - both
can play AAC and have same decoder natively.

What is used to play VLC / How is it connected to your router ?

49kbpis is exactly what the station report in its HTTP header.

Touch and Radio use identical decoder.
Any of the older generation player SB Reciver (part of Duet) , SB3,
Trasnporter etc. cannot play AAC natively.

The logs to look at are the internal Radio logs - use rlogin and also
maybe increase logging level to DEBUG.

What is your network topology ?
What are the hops a network packet takes from router to Radio ?

Have you installed any plugin that alter transcoding and/or conf files
(e.g. ones that process audio) ?
What OS, what version of LMS and what are the AAC setting in
Settings/Advanced/FileTypes
