Thanks for advice following which :- I reinstalled Microsoft Visual C++ 2015 Redistributable x86 - 14.0.23026. It was a repair - thus I already had it installed. Setup successful I ran Troubleshoot Compatibilty . It gave me compatibilty with Win 7 (I have latest 10). I ran LMS as administrator .. same problem Helper wont run and repeat link to install MS Runtime C++.
