The page you linked to is meant for hardware device makers; ie. Nvidia,
to tell then how to implement HDMI-CEC in Android 5.0+.  It details
certain services that system apps could access and what the device maker
need to provide to make it work, but nothing mentioned is really
accessible to plain old apps.  As far as I can tell, there is no defined
API for apps use CEC.

I did find some info about accessing native libraries on a device to use
CEC, but those libraries are very device specific, and that info I think
is from before Android 5 and TIF.

In short, there really is no way for me to implement what you want.
