YES If a track is skipped it is just skipped this time, it can come up later in the same playlist. What happens is that it is NOT added to the dynamic playlist history table. "No" should give the best result in most cases, but for the new "Recently added albums/artists" filter item types provided by the Dynamic Playlist plugin "Yes" can be useful. These filter items will skip a track if a track for the same artist/album has been recently added to the playlist. The purpose is simply to get playlists that are "more random" than what they usually are.
