NO (DEFAULT)
If a track is skipped it is not tried again until you restart the
playlist. What happens is that it is added to the dynamic playlist
history table, so the queries that take dynamicplaylist_history into
account when adding new tracks will not try to add the track again.
This is for example the case by default for all SQL Playlist and
TrackStat dynamic playlists.

YES
If a track is skipped it is just skipped this time, it can come up
later in the same playlist. What happens is that it is NOT added to the
dynamic playlist history table.

"No" should give the best result in most cases, but for the new
"Recently added albums/artists" filter item types provided by the
Dynamic Playlist plugin "Yes" can be useful. These filter items will
skip a track if a track for the same artist/album has been recently
added to the playlist. The purpose is simply to get playlists that are
"more random" than what they usually are. In this case you typically
would like the skipped track to be tried again a bit later in time,
since the only reason you skipped it the first time was because another
track from the same artist/album had just been added.
