My understanding of the core cover art scan is that it goes something
like this

1) is there an id3 image tag in first album file ? 
Yes. Store to cache and write link to dB for ALL tracks in album
No. Test track 2 etc
2) if no embedded image found look for cover.jpg / folder.jpg in
folder.
Yes. Store to cache and write link to dB for ALL files in album
No. No cover art,
3) move to the next folder

This is handled by LMS core code. Your suggestion would require a major
rewrite and pre supposes that MAI is installed (although personally I
think it should be part of the core these days),
