The cometd library opens a long-poll HTTP connection to LMS. So, when
this connection is broken, CometD can notice more quickly. The cometd
library itself tries to reconnect - and whilst it does you will
initially see the spinner top right (replacing the menu button) for 10
seconds, then the full screen dialog. The "Reconnect" button in this
dialog should replace the existing cometd connection with a new one.

I use Firefox as my main browser, but use Chromium for Material - as I
can set it up as a standalone web-app. Perhaps its a Firefox issue?
Could you try with Chrome/Chromium? It also -might- be an issue with the
minification that is being done. (Minfication is used to reduce the size
of JS files, and make then quicker for the browser to parse/load) I've
noticed with the current release, where I minifiy all JS files into 1,
that the scrolling with the view-recycler (so when there are many items)
is quite slow, and juddery. I've made a change for the next release,
where I just minify each JS file, and the scrolling (on my Android phone
at least) is *much* smoother. So, perhaps this will also help with your
issue? As stated before, it'd be good if you could try the sources from
git - as this would not have the minification.
