On my own system I have noticed that when LMS is starting and often
attempts to get repositories from sourceforge.net fail due to timeout -
this seems to pause LMS startup - so LMS will startup but only when all
the request timeout have happened sequentially and if it is say 4
repositories this can be 1-2 minutes !

Also I note user is using an old test repository of mine (1.6.4 vs
current 1.6.6) - I wonder if other things are out of date.
