I booted an old XP laptop with a Pentium M 1.7 which is roughly same as your processor. Before the LMS July 2018 patch and plugin 1.6.* - the BBC live station would always show symptoms you describe - long pause and then stop/start playback before running smoothly and requires the "delay" setting to be 1-2 minutes. It's been a while since I booted the laptop so I had to instal latest LMS nightly and 1.6.7 and set BBCiPlayer setting delay is "none" and tested on an SB Receiver so transcoding is required. - BBC live playback is practically instant and no stop/start. The first "Live" station to play had a slight initial pause of about 3-5 secs. But subsequent plyaback of station had no pause - so I put this down to Windows caching faad.exe & flac.exe needed for trasncoding.
