I mistakenly equated multi-room with sync, whereas it really is enabling multiple local players via multiple local devices (which then could be synchronised via LMS). TBH I find 'multi-room' slightly misleading as really it has nothing to do with player location, although I appreciate it could be used in that way.
Either way I get it now, and it seems to work fine for my use-case i.e. allowing me to use just one player which can sync across multiple local devices (and which now tolerates individual devices being on/off).
