That's the thing, it's not missing. I've just checked the release ZIP and its in the same place its always been, and referenced from mobile.hmtml as always. Which is very odd. For 1.3.1 the maniffest files have been renamed from .json to .webmanifest - as this change was requested by a user on github. Still, using .json is OK with the spec, and worked before.
