The sourceforge repo URL often time out and anytime you look at Plugin tab - there can be delays and/or timeouts with failure to get repo. Also at startup / restart - you can long delays all of which can result in "uneven" results. I think is because, it has been setup to download repo directly and not through SF web interface.
