DAC = Digital-to-Analogue -  the USB is a DAC.

Cheap USB adaptors usually only support 2 rate - typically 44.1Khz and
48kHz. so to play other rate will need resampling.  This can be provided
be either
1. On Linux through ALSA /PUlseaudio
2. LMS
3. Squeezelite itself.

Station mess around with settings - often by accident other times to
reduced costs, improve quality etc - they keep the same URL and don't
tell the listeners.

Do you really really want to play this station or is it a just a
curiousity ?

Since you have debian - I suspect just by using a different ALSa device,
the stream will be playable.

What is the output device on the squeezlite using the -o command ?
What do you see when you add the following (no quotation marks) to the
squeezlite command line " -d output=info"
What Alsa devices do you see when you run Squeezelite with as "-l" 
(this is lower case letter ell)
