I know it's going to be a weird issues. As HLS and DASH needed HTTP 1.1
support, I used a CPAN AnyEvent module to do HTTP/HTTPS stuff in
BBCiPlayer and PlayHLS and I saw this issue in early days of PlayHLS 
when I used LMS modules (which didn't have full https support then).

So I think the issue is related the SSL support on the platform and the
negotiation of which TLS levels to use and not LMS per se. To test that
theory I have to install LMS 7.9.3 on my Ubuntu. If that is the problem
- that hard part is the solution/workaround for 7.9.3 Buster systems
