You still had single quotes not double quotes in that last text
attachment.

I have just got hold of a MS Windows machine and tried it myself ...

Code:

    curl -v --request POST --url https://www.dlmixcloud.com/ajax.php --header
"content-type: multipart/form-data; boundary=---01100001011100000110

url=https://www.mixcloud.com/SpaceCassette/space-cassette-mixtape-v

  Note: Unnecessary use of -X or --request, POST is already inferred.

Note - the https url that is returned at the end is the key part here
.... - which shows that it worked.
WHen you try you will get a similar url. The url above will probably not
work for you though because of the security it applies to each session.
Note - no errors about "content-type" being misinterpreted etc - this is
because I used the double quotes.

Edit:
If your command is correctly actioned but you do not get a similar https
url as the response then it will (hopefully) indicate why your stuff is
not working in LMS. e.g. perhaps your IP address has been blacklisted
