I think you are using the wrong folder. Its the second box not first. If you check artist.missing as you have then the folder will be populated with Joe Bloggs.missing if it cant find artist art for Joe Bloggs. If you then find an image for Joe Bloggs you can remove the .missing and replace with a.jpg or.png. Just make sure you copy the Joe Bloggs bit of the file name exactly. This deals with the weirdness of some non English artist names.
