My LMS 8.0 is configured that way, and my experience mirrors yours: I see in the scanner log that some image files are found and "pre-cached", but nothing is stored in the Artwork directory. Moreover, the relevant albums continue to be displayed in LMS with the generic "missing cover art" image.
