Pi3 is cheaper than Pi4 and for a simple LMS with some transcoding  - it
is OK.  Pi4 is speedier and better USB support.

There is a plain "official" PI case and PSU - basic but works. 

You can buy new and as a kit form many Pi vendors such as

Or cheaper 2nd hand - but you have to get the case and PSU separately. 
I wouldn't go anything less than a Pi3 - I think 1GB is enough for
internet radio alone.  Other can suggested whether 2GB or more helps
maybe to run other stuff on the Pi.
