Thanks. You have confirmed my understanding of where we have reached so
now I will raise it with Michael. 

Odd that a call to get values from a database where there is potential
for multi values to return a comma separated list and not a proper array
- as you say you can't programmatically manipulate a list of csv unless
you are sure that a comma is always the separator.
