First of all, unless you have already done so, make sure you have
stored a copy of your existing TrackStat backup somewhere where it
can't accidently be overwritten.

In "Server Settings/Plugins" in the "TrackStat" there is a debugging
parameter in the button, enable that.

Then perform a restore and after the restore goto:
http://localhost:9000/log.txt
Post the log here or mail it to me.

The only reason I can see for the statistics not to be restored is if
you have moved the music files. Is this the case ?
If it is, you just need to open up the TrackStat backup file in a text
editor and use the search and replace functions to replace the previous
paths with the new ones before restoring the backup.

I suppose you are looking in the TrackStat web interface to see if the
ratings are restored, or are you looking in some other place ?
