HDMI changes made in the kernel and by raspberry pi as things evolve,
make old procedures not work.  The RPI4 is pretty picky when it comes to
old HDMI stuff.

I would probably start with hdmi_safe=1   to see if that helps,  The
resolution will only be 640x480, but you can see if it works.   Then you
can turn off safe mode and adapt all of settings used in safe mode to
get yours working.
