HDMI changes made in the kernel and by raspberry pi as things evolve, make old procedures not work. The RPI4 is pretty picky when it comes to old HDMI stuff.
Here are all of the video related config.txt settings. https://www.raspberrypi.com/documentation/computers/config_txt.html#video-options I would probably start with hdmi_safe=1 to see if that helps, The resolution will only be 640x480, but you can see if it works.
