Did you miss step 2 ? Did you type in following command to change
directory before trying the "wavin2cmd.exe" command ?
cd C:\Program Files\SlimServer\server\Bin\MSWin32-x86-multi-thread

If you have changed directory using CD before trying the Wavin2cmd and
you still get an error then it is likely the wavin2cmd file is not in
the directory or is not marked executable.

Post a copy of the directory listing for C:\Program
Files\SlimServer\server\Bin\MSWin32-x86-multi-thread

The audiocapture.wav file will be in the current directory.

To test whether wavin2cmd is running the command 
wavin2cmd.exe -h
will produce a help listing with all the command options.  Get this
working first. Double check the wavin2cmd file is being extracted
properly from the ZIP file  - if necessary use a temporary directory.
