This is normal.  The absolute value of the gain setting is off base for
a variety of reasons lost in the distant past :-)

ReplayGain tags are completely ignored - they're gone before the plugin
sees the music data.  In other words, the DSP processes the original
data straight as it comes out of the file (completely unaffected by
ReplayGain tags).  I don't yet know a way to get the ReplayGain values
passed in to the plugin - that would be nice, since then it could apply
ReplayGain properly.
