Yes, I thought it might be possible to add an option in Custom Scan
that interpreted the timestamp as the last time the rating was changed.
So if the timestamp in the file was later than the timestamp in
SlimServer it would overwrite the TrackStat rating, but if the wasn't
it would ignore the rating in the file.

However, at the moment there is no such check against the timestamp.

If it doesn't contain a rating tag, it shouldn't be cleared in
TrackStat. 
If it contains a rating tag that is set to zero I think it will be
cleared in TrackStat.
