Well, it could certainly be done. Look at the code for the scrobbler plugins, for example - they set a timer after each track has started so that they know when its time to "scrobble".
I have to say it would annoy the hell out of me if my favourite track were just coming up to the really good bit when .... it got chopped off!! As an alternative approach, how about looking for tracks that meet your time/boredom threshhold criteria and then adding a value to the genre tag for those tracks - then do a random mix on that genre?
