For another user with similar 404 problem - I found one possibility was that there can be only one "Plugins" and on "Plugin" directory in any of the subdirectories of Slim - otherwise you will get this error. This can happen if you had a few attempts to install a plugin and it unzipped into the wrong directory.
Also for some unknown reason - after deleting the extra directories, the PC needs to be rebooted and not just SC restarted.
