Have a look in your individual plugin folders and see if you've managed to install one in the wrong place (especially in a subfolder of a individual plugin folder). I've posted here about this missing plugins settings page previously and eventually discovered it was because I had incorrectly installed a plugin. I did this when I was follwoing some bad instructions in a thread on the main forum to do with getting Michael Hergers Album Review and Biography plugins working on the Controller.
