Yes, that is correct. But that icon indicates this only for the currently selected track, which will change when you click on a different one. But this clearly looks like iPhone has an issue with these files. Could you send me a sample file to coolio att penguinlovesmusic dott com? I will also try the 21998 tonight, myself, I'm currently on 21941.
