If it is happening on a live stream then it is the BBC servers dripping packets due to network congestion effectively making sure the live stream does not get backlogged.
If the dropout are happening on a "Listen Again" stream then it is likely to be in the recording. Play again to see if the dropouts are in the same place. Adjusting any SC buffer setting will not do any change anything with AlienBBC as it is the mplayer command line buffer settings that may matter. Any perceived improvement is placebo effect.
