Do not underestimate the ability of ISP to control individual flows of traffic. New backbone routers can perform "traffic shaping" and as the ISP are annoyed at the BBC it is possible the ISP to throttle BBC related traffic such that aggregate of all BBC users only consumes a maximum percentage of the ISP network capacity.
Network design and management has lots of controls and the network will have a number of interconnects.
