I tamed the beast, please find it attached. I think the routine is
bug-free now. I will start from that code for my own power management
needs. 

Yes, the ability to wake-up is totally platform-dependent, I have
struggled to get to a reliable platform, able to sleep, reboot,
shutdown, and wake-up on WOL or RTC alarm from sleep or soft-off
states.
So trying to focus on a specific platform is probably a good idea in
order to reach to a minimum level of repeatability, and an SB platform
seems a natural choice. 
Besides, if an SB could do what you suggest, I guess I would try
programming my server's RTC *and* have the SB spit out WOL packets. 

I do have a Duet, and fortunately I also have an SB Classic. My dumb
SBR apparently still doesn't know how to send a WOL packet, while my
dumber SBC, which is paired in bridge mode to the SBR, sends spurious
WOL packets to the SBR !! (not even to the server...) 
My own server will never be on a wifi net, it is in fact a slice of the
"office" server. The home server project I've been working on for a
while is for my parents. The SB players will probably be wireless, but
an SBC is out of the question for them. I'll start with 1 SB Classic,
and will probably add a Boom to the mix if it sticks. 

To summarize, I think hosting processing on the SBC is a real good
idea; but I am not certain I am your customer, at least right now.
