No, "Playlist types as separate plugins", refers to how you can provide
playlists from a third party plugin. This isn't necessary in your case,
you only want to customize one of the existing playlist types.

As an example:
1. Goto Extras/SQL Playlist in the web interface and select to create a
new playlist with the link on the bottom of the page.
2. Select a suitable playlist type, for example "Top rated for artist"
or one of the other playlists that have a "...for..." in their name.
3. Enter a suitable name, select any options and then mark the
"Customize SQL" option at the bottom
4. Click "Next" and customize the SQL a bit more
5. Click "Test" to test it and "Save" when you are satified

The thing that makes the playlist appear when you hold play is the row
that starts with:
-- PlaylistParameter1:
