Assuming the mysql is unbound (check the 'Allow non server machine access to MySQL' is ticked in moose's Scanning options tab), the other usual obstacle is the firewall on the server.. Port 9092 must be open to allow mysql to talk to the outside world.. Note this is the server, not the client..
