That's actually two different issues I think.
Usually you need a controller to set up a receiver. If you don't have
one, you have to use a tool named Net::UPDAP

iPeng has to be on the same network than SqueezeCenter to find it,
maybe that's the issue?
Also, you have to make sure port 9000 and 3483 on the server are open,
but I think SqueezeCenter does that on installation.
You could try to enter your server's IP address in iPeng under
"Settings->Add Server".

You can currently only create a current playlist by adding tracks. You
can't save it. To Save a playlist you will have to use the Web
Interface.
iPeng 1.1 or 1.2 will add that feature.
