These reports can give you an indication if the data in the Custom Scan tables are correct or not. You could try to hit the Clear buttons beside The Custom Tag and Mixed Tag rating modules and perform a rescan and see if it helps, I suspect it doesn't but it might be worth a try. There are two options in "Custom Scan/Various Settings" settings page which specifies if refresh should be performed at restart. If you only use the Custom Tag and Mixed Tag scanning modules it should be safe to disable both the "Rescan Refresh" and "Startup Refresh" operations.
