The one thing it does is, it will request one page of the cached data to validate that the data is still OK. Depends on what you call "immediately". iPhone needs a bit to start the app (it validates all data in the app folder) plus iPeng has to establish a connection to the server. On my systems it takes 6-7s to start and connect and you can immediately use the database after that.
