So if UTC=no, you could 1) examine the utc offset in localtime for noon
of the current day to get normal offset from utc and 2) get a ref to
noon local on the wakeup day, subtract a ref to noon local today to get
the # of hours diff, and use (int(($noonThen - $noonToday + 0.25)/3600)
%  24) to see if there's a time change (int() to handle leap seconds).
It'd be nice to find a better, less distro-dependent way of seeing if
the hwclock is on UTC...
