SC starts up with the computer. I have two users on Vista, both with admin access.
When I restart SC, I close any open SC windows in Firefox and then I right-click -> Quit SC on the system tray. I repeat for both users, if needed (usually if it's open in one user's system tray, it's open in both, but closing it in one does not close the other). I then choose SC from my Start Menu to restart. Yesterday I also opened the Task Manager to see if there were any processes running in the background after closing SC.
