Double pressing the home button from anywhere on the Touch always brings up the iPod control functions. It's a feature to allow you to control what's currently playing regardless of what app you're currently in. Sometimes it's easy to forget that the Touch is an iPod and it's primary function is supposed to be as a music player. It's just that many of us (possibly even a majority of Touch owners) just see the iPod music functions as just another app on a multi-function device.
