IOKit on mac and D-Bus (look for org.freedesktop.DeviceKit.Power) will send a "can suspend" request to registered devices (why not programs) before suspending the system. If a device says "no", then the suspend action is canceled.
If this is available under windows (should be), if the program is informed of the plugins current wishes, then a suspend could be blocked/delayed. The effect of the blocker, system-wide, for use e.g. when a rescan is active, an alarm close from ringing... BTW, there is no problem using the CLI and storing preferences in SC.
