No. Search queries are always executed on the server. iPeng doesn't
have enough data to do that itself.
I find this a bit strange. There's no change in the actual search query
between 1.1 and 1.2 the only difference is in how iPeng handles the
return values from the search.

Have you probably changed some of the indexing options on the server
(e.g. to search within words instead of just from the beginning)?

No, this is the way it is supposed to work.
iPeng does not reload your artwork from the server but only from the
cache on the iPhone. Yet it makes sure the data is still valid before it
does so, that's where the initial delay comes from. Plus it needs a
little more time to load the covers from the (flash)disc instead of just
accessing them in memory. You see the same thing if you scroll through a
lot of covers (>500) then the first ones will be discarded, too.
